Buccaners Plot bugged?

Buccaners Plot bugged?

I made a custom start a while back and just realized now i may have a bugged one or the Plot for the Buccaners didn't start.

I don't know how I could check that properly, my Messages don't show me anything about the Paranide plot, only for the Split.

EDIT: my Main Problem is i cant befriend them or change the reputation with them at all. that's why i believe something is bugged.
