Not necessarily in all circumstances although it is the usual intent. For example, there could be a game-stopper issue detected during the beta that would be fixed before 7.0 version release - but saves made using the beta while the issue remained could be permanently tainted or may include and require an early version game mechanic that is discontinued or changed in later versions. That is why you are strongly encouraged to back up progress before starting to test the beta.

The public beta rules that you should have read and agreed to before downloading the beta actually say:

"Disclaimer

The Public Beta program allows you to try out our next update or patch and provide feedback before it is released. As such, we cannot guarantee that it will be free of bugs. In particular, while we will endeavour to maintain compatibility, we cannot guarantee that savegames made with a Beta patch or update will be compatible with the final released version."
