Please Help..
I have an i5-4590 16g of ram an rx 580 8g gpu and an ssd, win 10. What video settings should i use so my fps is good. Or will there be an update coming to help out? Or a built in benchmark to set it for me.

Your Hardware should be able to run the game okish... you can experiment with the grafic settings a bit, but I would set them rather low. 1080p 60 Fps max with that card.
Expect less than 60 Fps average, and 1% lows at around 15-20 FPS
This Game is very CPU intensiv, since it has no artificial limits.
Also X4 is quite well optimised, so updates won´t do any magic, just some smaller improvments here and there.
Previously I used an i7 920 overclocked to 3,65 GHz and a GTX 980 which is quite similar to your specs and I got about 45 FPS average and drops below 10 FPS with it. CPU load at around 80 - 100% all the time.
GPU was at 40 - 50% at lowest settings so you should have some leeway.

Your CPU only just meets the bare minimum requirements to run the game, and your GPU is only just above that. You will need to use lower-end graphics settings for the graphics card, but there is nothing you can do about the CPU. You need to be prepared for the fact that the game will not run particularly quickly on your system, and that's not likely to change much with future updates.
