When building the Palace, if I put in more turrets and shields than are asked for, will they accept it? or does the amount need to be exactly as specified.

It's a minimum for each. 'Donating' more than needed is fine if you want the station to have enhanced defence for the future and don't mind paying for them. There are cunning ways of adjusting the order of building modules and/or the delivery of resources to ensure that the extras are in the build plan but don't need delivery/installation before station transfer. That way the new owners are committed to adding the extra defences but you can also sell them the extra resources. You can even do this with station modules too.
