Ok, got a reaction back (forgot he didnt register his game, so he cant post here), he told me to say this:
He shall login at EGOs main page. Then he will be transmitted to the forums main page. From there he have to go back to EGOs main page via klicking on the link >www.egosoft.com< on top of the page. Then he shall log out by klicking on the >LogOut< button on the right of the page. Then the procedure from the beginning: LogIn on EGOs main page, after transmit to forums main page back to EGOs main page. On the left side in category >Community< Chat. Then he’ll ask for LogIn again and he’ll be in the chat.

OK first, the reason the logon screen is appearing is that the browser window does not realise you are already logged on. This could be due to corruption, or possibly due to too-high security settings.
The popup is appearing because you have enabled the browser's auto-complete function and it has got it into its head that you have typed that username at some time. More likely, of course, is that it has corrupted its auto-complete data.
In any case this is a browser/security/PC problem, not a problem with the DevChat.
